CCTV should leverage mobile phones: Singapore Police

Surveillance professionals should be leveraging the potential of the high penetration of mobile phones with cameras, the Director of Operations at Singapore Police Force (SPF) urged delegates at Asian Security Review’s third annual FutureCCTV09 Forum.

“Since most mobile phones today have photo taking or video recording capabilities, think about the potential [surveillance operatives] if we can leverage it,” SPF’s AC Wong Hong Kuan said.

Mobile phone penetration in Singapore has reached 140 per cent; half the city-state’s population of 4.5 million owns more than one mobile handset. The number of 3G mobile phone users, many of which have video capabilities, has reached 2.5 million.

However, Wong warned of the rising data burden posed by a higher volume of image capturing devices.

SPF uses cameras from a variety of sources, including transport operators and public housing authorities. The Unified Closed Circuit Monitoring System (UCCMS) streams video footages from 100,000 cameras located across the island.
